*'-voyance of mails; the terms and conditions under which mails **are conveyed will be arranged between the Postal Authorities of *'ilongkong and of the Chinese Government The method proposed in the printed Agreement is a simple and satisfactory one. It

leaves each Section free to make its own arrangements with the

Postal Department of its own country, and eliminates all complicat -ed postal transit charges from the Railway accounts. I demur to the Chinese withdrawing their concurrence to a clruse to which they had already agreed, and I trust you will be able to retain it in its present form. I may add that Er. Chao informed Kezers. Lindsey and Clementi that the Chinese Section had already agreed

with the Chinese Postal Authorities to carry mail-matter free of

charge between Centon and Chas Chun.
